The Authority

The EFTA Surveillance Authority ensures that the participating EFTA States  - Iceland, Liechtenstein and Norway - respect their obligations under the EEA Agreement. The Authority protects the rights of individuals and market participants who find their rights violated by rules or practices of the EFTA States or companies within those States. The Authority also enforces restrictions on state aid and ensures that companies operating in the EFTA States abide by the rules relating to competition. In monitoring and enforcing the EEA Agreement, the Authority has powers that correspond to those of the European Commission.

The Authority is based in Brussels and operates independently of the EFTA States. It currently employs 70 staff members of 15 nationalities. The Authority is led by a College which consists of three members appointed by the EEA EFTA States.

Role Description

The successful candidate will be assigned responsibility for general surveillance work and case handling relating to the implementation and application in the EEA EFTA States (Iceland, Liechtenstein, and Norway) of EEA law relating to Financial Services.

The financial supervision legislation setting up the European Supervisory Authorities EBA, ESMA and EIOPA, will soon be incorporated into the EEA Agreement. The Authority will be given decision making powers under this legislation and the successful candidate will play a key role in developing an effective working relationship between the EFTA Surveillance Authority and the Supervisory Financial Authorities.

Other tasks include examination of complaints, legal conformity assessments, and drafting of decisions, opinions and reports. Depending on workload and other developments, the responsibilities may be changed to cover other, general or specific, issues relating to EEA law.

Essential Skills

  • University degree in law or other relevant field
  • Specialised knowledge of EEA/EU law in the field of financial services
  • Extensive relevant working experience in the private and/or the public sector (minimum 6 years)
  • Excellent command of written and spoken English
  • Excellent analytical, communication and interpersonal skills
  • Flexibility and adaptability as well as the ability to work both independently and in a team in an international environment

Performance indicators:

Subject matter knowledge, analytical skills and problem solving, quality and result orientation, compliance with internal rules, processes and instructions, autonomy, motivation, personal efficiency and initiative.

Ideal Skills

  • A postgraduate degree in European law
  • Expertise within financial services surveillance and regulatory work
  • Knowledge of and familiarity with the functioning of the European Economic Area, and the EFTA States
  • Professional experience involving the institutions of the EU and the EEA

Conditions:

The position is placed at grade A4 of the Authority’s salary scale, starting at €84,387.36 per annum.  Depending on family status, beneficial allowances and benefits may apply. While its staff members should normally be nationals of one of the three EFTA States party to the EEA Agreement (Iceland, Liechtenstein and Norway), the Authority also considers applications from nationals of the other States that are party to the EEA Agreement (EU + EFTA 3).

Start date: Summer 2015

Type and duration of appointment: fixed-term three year contract. If considered desirable and in the Authority’s interest, an additional three year contract may be offered.
