The EFTA Surveillance Authority (ESA) monitors compliance with the Agreement on the European Economic Area (EEA Agreement) in Iceland, Liechtenstein and Norway, enabling those States to participate in the Internal Market of the European Union.

ESA is an international organisation, independent of the States, which safeguards the rights of individuals and undertakings under the EEA Agreement, ensuring free movement, fair competition and control of state aid. ESA's work helps remove barriers to trade and open up new opportunities to over 500 million Europeans, creating jobs and growth and adding to the international competitiveness of the States.

ESA is based in Brussels. It currently employs 76 staff members of 19 nationalities.  ESA is led by a College consisting of three members, each appointed for a period of four years by the three participating EFTA States.

Role Description

ESA is recruiting a Regulatory Economist to join its Competition and State Aid Directorate (CSA).

CSA is a multi-disciplinary team comprising both economists and lawyers and enforces the competition and state aid rules of the EEA Agreement. These rules largely mirror the competition rules in the EU, both with regard to antitrust and state aid control. In the field of competition, the bigger share of CSA’s work is focused on cases of abuse of dominance. In state aid, CSA’s portfolio is broad and diverse. CSA also participates on a joint ECOM task force, together with the Internal Market Affairs Directorate (IMA), responsible for handling the notification and consultation mechanism that applies to draft regulatory measures in EEA EFTA telecoms markets under Article 7 of the Framework Directive (Directive 2002/21/EC).

The successful candidate will work within small teams, which may have different managers. The ECOM work will be co-ordinated by the Deputy Director for Competition. The candidate will also report to the Director of CSA, and will form part of CSA’s Chief Economist Team. 

We are looking for well-qualified economists (or equivalent) with experience within the field of telecoms regulation. Ideally, the successful candidate will have worked in the area of electronic communications regulation within an EU institution or a national regulatory body and have a solid understanding of electronic communications networks and services. Knowledge and experience of competition/financial economics would also be an advantage.

The successful candidate will be assigned primary responsibility for participating on the ECOM taskforce. Day-to-day tasks will include a detailed examination of draft measures from national regulatory authorities to ensure compatibility with the EEA regulatory framework, communicating with relevant authorities and stakeholders as appropriate, as well as drafting ESA’s resulting comments/no comments letters.

In addition, the candidate will work on cases involving the application of economic and/or regulatory principles in the field of competition law and/or state aid enforcement. Depending on workload and other developments, the responsibilities may be changed to cover other general or specific issues relating to CSA’s work.

Essential Skills

  • Postgraduate degree (Master’s degree or higher) in economics or equivalent
  • Minimum 5 years’ relevant professional experience in the private or the public sector, in particular in the field of the EU/EEA regulatory framework for electronic communications networks and services
  • Very good knowledge of the EU/EEA regulatory framework and relevant policy guidance in the electronic communications sector
  • Ability to lead the economic/regulatory analysis of draft measures from national regulatory authorities for electronic communications under time constraints
  • Excellent command of written and spoken English (ESA’s working language), as well as proven drafting ability, in particular for the purposes of drafting ESA’s comments under Article 7 of the Framework Directive
  • Excellent organisational, analytical, interpersonal and communication skills
  • Initiative and the ability to work both on an independent basis and as a solution-oriented team player in an international and multi-disciplinary environment
  • Excellent IT skills, in particular with Microsoft Excel

Ideal Skills

  • Experience of handling Article 7 Framework Directive notifications
  • Knowledge and experience in the application of economics in the context of competition law and/or state aid enforcement
  • Knowledge of the language, legal system, economy and national administration of one of the EEA EFTA States
  • Experience of using econometric software
  • Relevant professional experience involving the EU institutions or relevant regulatory bodies
  • Good understanding of Norwegian, Icelandic or German (the EEA EFTA languages)

Conditions:

This position will be filled in accordance with ESA’s Recruitment Policy available at: https://jobs.eftasurv.int. The position is placed at grade A4 of ESA’s salary scale, the precise step being determined depending on the relevant experience of the successful candidate, with a likely starting salary of between €92 000 and €99 000 per annum. Depending on personal situation and family status, additional allowances and benefits may apply. Tax conditions are favourable.

Type and duration of appointment: fixed-term contract of three years, renewable for a further three years if desirable and in the interest of ESA. Applicants must be nationals of the States party to the EEA Agreement (EU 28 + EEA EFTA 3).
